Excess Charge of Spare Parts

Sir,
I ordered Fan and Heat Sync through Dell Customer Care for my Dell Inspiron 1300.
Mr. Babu sent me the Quotation of Rs.2392/- and when their engineer came to fix the parts he gave me the Delivery note of Rs.400/- for both the parts.
Now when i spoke to Mr. Babu for the confusion, he said that company charges extra for the Urgent Delivery and if i would have waited for 16days Company would have charged me Rs.400/- only. Now whose responsibility is this to inform us about this cost difference upfrontly. Isn't company liable to disclose all the informations to the customers. I never required these parts on urgent base and nobody ever took such confirmation from me.
Now when i have already paid to Dell now they are imposing the things on me. Why should a customer bear for the mistakes done by the Company's representative.
