Laptop Replacement

I was facing problems in my laptop mor many months. Almost right from the month I bought my laptop. On my repeated requestests an engineer was not sent to my place. Several times I called Dell both toll-paid and toll-free and they I also accessed my laptop over internet for hour long sessions and my problems were not resolved. In the problems many times I was told to reinstall my OS (Vista) and lost my data again and again.
Now, after 8 months they sent me a technician and said that my OS is to be reinstalled and they will take my laptop for reinstallation. Then, I decided enough is enough. I am behind 8 months as I paid the price in September '07. I told them I would not take any service now and I want a new laptop for the price I have already paid i.e. Rs. 62, 000.00 . I have made it clear to them and I going to fight it.
Now, I have got there reply stating- they won't replace, however they still want to offer just their services.
Well, by now I have not asked for any compensation. I want to settle it peacefully, for now. But I will take any step if they are rigid.
Please suggest me about how to go about it. I haven't ever made a formal Consumer Forum complaint or through any court of justice or so.
I am a 2nd year engineering student.
