Not received a refund

Following the excise cut by the govt. at the end of the last year I received a mail and confirmation on the phone from the customer care of a refund of Rs 1900 approx. But I haven't received anything like that. Instead the customer care is not responding. Its really pathetic to see a company degrading its goodwill for an amount as meager as that.
