Home Loan Interest Rates not reduced

Respected sir, the bank is not reducing the interest rates on my home loan taken from the bank while RBI has reduced the rates many times in steps since Nov, 08.Whenever the rates were increased by RBI the bank immediately increased the interest rates. But it is not following the RBI when it is coming to reduction of interest rates. when I took the loan in Mar'07 the rate of interest was 9.5 but later it was increased to 12.25 in Aug'08. Since then i am being made to pay at the same rate. No reprieve to me. The bank is charging at its own will. Their rien does not seem to be in any ones hands. When I asked them for this they wrote to me to help me from Mar09 onwards only while it should be from Dec'08 onward. I am feelig helpless. Pl help me sir.
