Stolen gas cylinder by the delivery man

Sir, our empty cylender taken away from us by the delivery man from the gas agency and didnot give me back yet, when i ask for the cylender the agency says, the delivery man is no more working in the agency and they are not responseble for the cylender, after we know that he stole total 16 cylenders from the customers,

pleae guide me where i can give the complaint and how can get the cylender again.
