Complain aginst school for not following cbse ruls

I m harsh, just now cleared my 10 standard with 40 %. my school is not giving me the admission in 11th standard because my percentage is less.i want commerce in 11th standard but they rejected my request. they even insulted my gardians.i want to sue my school dev samaj situated in new coloney sector 7 gurgaon (122001) affilated to cbse, for not following cbse rules.
