Faulty meter, non-installation of challenge mete

I had lodged a complaint vide no.1111043764 on 29.07.2009 for testing of meter and deposited the prescribed fee vide no.80830 S.No.260 on the same date. Still meter has not been tested by installing a challenge meter. I have visited the DHBVN office several times, but all in vain.
