Octroi charged

I generally need to courier things to Pune to my friend... Hence, I had sent a USB Device. They asked me for Rs. 230/- as charges. The same was paid promptly.

However, they did not inform me about any octroi charges from Mumbai to Pune. The concerned receiver had to pay approx Rs. 100/- for the same. I had called the DHL Express Centre in Mulund (from where I had couriered the USB Device) for an explanation of the octroi charges. But, they could not provide any explanation for the same.

One of them said that because it is an electronic article, they have charged for the same. Someone else said that, Pune government is charging you the octroi charges. Nowhere, is it mentioned that I will be charged octroi charges - neither on their website, neither did the person at DHL counter mention the same.

Why is that? This is simple cheating of the customers. I want my money back, alongwith an apology from DHL in writing...
