Fraudulent charges for university express

I was charged Rs 1088 for shipment air waybill (university express) by SHUTTLE EXPRESS, 4 (GF), Rajendra Place, New Delhi-110008 (Ph: 25748998, 25748084, 41538948). While it is clearly mentioned over DHL website that the cost is only Rs 990.

They gave me a bill (MR 13766) of their shop but refused to give me Shipper, s copy of DHL bill saying that DHL has now stopped giving copy to customers. He just gave me the tracking no-1314199460, which when did not work I called them and they changed it to 1321492093. Also on asking about increased charges they said DHL has recently increased its charges and this amount of Rs 1088 is after 50% discount.

They are clearly making fools of customers by overcharging. My request to DHL and consumercourt to kindly look into this matter.
