Week signal

I have dish tv VC no 01501535264. We shifted it from pune to noida in jan. From 1st day i phone at customercare for bad signal. Everytime when i phone them they say that they will send service eg. & we pay him there charges. When there is bad signal is it not ther duty to rectify it without charges. This problem repeat again and again, so why we should pay charges everytime.
