Not admission in nursery class

my niece has not got the admission in nursery class in sacred heart convent school, jagadhri-haryana. because her father is not a graduate. so, how can a child not get the admission if their parents are not educated. it should not be the criteria for admission that a child's parents should be post graduate or graduate for admission in a school.
