Delay in construction, inability to withdraw though agreement not signed

I applied for an apartment in Express Greens project in Sep 08. I have paid the amount asked for as per the payment plan. However, they have not sent the agreement for execution. I am informed that since the application is irrevocable, i cannot withdraw it. One month back they told me that they are going to start the construction in Jan 09. But now they tell that it will be started in 2-3 months (which may be Feb-Mar-Apr). The DLF personnel whom i called had no qualms in saying that it is normal for construction to start even 8 months after the deposits have been taken. This is atrocious. The terms of the agreement are shamelessly one-sided. The company does not have any obligation to complete the work in line with payment received. There only commitment is to pay Rs. 5 per Sft per month after 3 years which is a very small amount. I am also wondering whether hapless consumers like us have any option - for claiming refund without deduction of earnest money, if they wish to withdraw before the agreement is signed?
