Vendor is charging service charges

Hi,

I have subscribed DNA and got a booklet for a year in 299 Rs.

The DNA representative has told me that i need not to pay any thing else for whole year.

My vendor has started my paper in January.

Now in February when he came to collect the coupon, he asked 20 rs extra for the service charges.

I had a argument with him, but finally i had to give him 20 Rs.

He has not given any receipt for service charges.

When i call on DNA contact no. 65738888, the DNA representative told me that its between me and the vendor and he can not help in this matter.

I think DNA has cheated me.

Please tell me how to stop the vendor, from collecting excess charges.

My booklet no is 86336.
