Not giving stuy materials

In Aug I have filled the form of DCH Course from BAOU. till Jan end i did't get study materials from university. In this context I went to Uni offce, my study center L.D Arts Collage and Uni godown but no one is giving proper answer.

If they are not able to give materials why should they annouce the course?
