Blank receipts on Gurgaon Delhi Toll plaza

I have been using Toll plaza between Gurgaon and Delhi quite frequently. And many times the person on the toll gate provide blank receipts which are just blank. When i ask him to provide a printed reciept, he says that printer is not working or printer doesn't have any ink.

This seems to be illegal as toll plaza is liable to provide receipt for any charges they are levying.

In case the printer not working or printer ink not available then they should provide manual receipts with proper numbers.

I might be wrong however I suspect that they might be using this tactics to siphon off the money which then need to report to Government authorities.
