New account opening rejection

Please not :-this is not a complaint against individual, this is a complaint against system and knowing rules and it's interpretation

I poonam sathe alont with AJIT BORGE (introducer signing authority) went to submit my new accout opening form for salary accout in HDFC bank on 17th Jan (bhandarkar road branch, pune, maharashtra, india),

I was told in advance by bank to attach address (electricity - light bill and id proof (passport / pan card/ driving liscence), and company employer letter to open salary account

so, I have taken learning driving liscence from RT O dept govt. body in this week,

When I went to bank, by applcation was not received because I have learning liscence and not a permanent liscence,

My question is, why learing liscence is not a valid ID proof, as RTO govt body takes only driving test and takes learing liscence back and gives you permanent liscence without taking any new document from us,

ALso, I was told by HDFC bank representative to ask RBI if learing driving liscence is valid or not,

I have downloaded the guideline of RBI in which it is clearly written that:-

2.2 Customer identification

(i) The objectives of the KYC framework should be two fold, (i) to

ensure appropriate customer identification and (ii) to monitor

transactions of a suspicious nature. Banks should obtain all information

necessary to establish the identity/legal existence of each new

customer, based preferably on disclosures by customers themselves.

Typically easy means of establishing identity would be documents such

as passport, driving license etc. However where such documents are

not available, verification by existing account holders or introduction by

a person known to the bank may suffice. It should be ensured that the

procedure adopted does not lead to denial of access to the general

public for banking services.

so,

my question is that, when employer have 120 account of salary in your bank, when introducer sign given by me as I have also salary accout in your bank and also ID proof inteams of learing liscence is attached, then why you are not accepting the application??

Does it means that every employee of any company should have ready PAN CARD
