EBay India is not giving money back inspite of giving written promises twice

I bought a camera from eBay. But it was problemetic. I have sent it back

to the seller (id: sun_2009). Seller did not gave money back. Ebay told me to escalate the case to Buyer Protection team. I escalated the case.

After some days (Date: Thursday, 2 April, 9:56 PM) eBay sent me the below mail

"Dear eBay Member,

Thank you for your cooperation during the investigation of your Buyer

Protection Claim # 1692578.

We are pleased to inform you that this claim has been found in your

interest. A claim payment will be issued via Demand Draft, in the amount

of Rs.4950 through eBay, Inc..

Important: Please be advised that it can take up to 60 days before you

can recieve the check.

But Even long after 60 days they did not gave my money back. So I contacted them again. After several tries I got another mail on "Tuesday, 7 July, 5:00 PM" as follows:

Hello,

This is with regards the "SONY CYBERSHOT DSC S730 DIGITIAL CAMERA 7.2MP,

WARRANTY" for which you had escalated the dispute for the Buyer

Protection Claim.

"We are pleased to inform you that this claim has been closed in your

favour. Our Buyer Protection program will be covering you for this

transaction and you should receive a Demand Draft in the next 10 days on

your registered address.

We sincerely apologize for the delay in getting the issue resolved and

hope to see you back on the eBay site very soon.

Thank you once again for being a part of eBay India.

But Again the same story. I have not received anything from them. They did not give my money back.

Every time I contact them either they make some fake promise or do not reply my mail.

Please help me to get my money back from eBay.
