Delaying Education loan on Bank of India

Dear reader,

I am in Tamilnadu. My brother is studying in B.E Civil in a college.

For that he applied for a loan by september first week. The manager said to us to come after one month. then somehow we got application . upto now 18.11.09 we didnt even give the application. they are going on saying many proofs like gaurantee, etc etc...

My brother cant pay his sem fees nw... so pls help me in this case... I dont know how to solve this pbm...
