Carelessness and irresponsible

We are the Indian citizens and we have the rights to have a voter Id card. In our area the form for voter id card being filled for new applicants. When I reached to the place the officer ask me first for the photocopy of the form, when I asked why then told me that they have the limited forms and the government provided the few forms, if you want to fill the form then get the xerox of the form.

Why government spends so much of money on votings even it cant provide the forms only. Inflation is too high but the government is on its way as it was. Overall the middle class population effected in every steps of government. So please change the corrupt government and choose the honest and responsible person.
