Illegal connection in night time

In district Deoria (Pin 274001) UP India. There have a village named PARSA JUNGLE which is located on the way Deoria to Rudrapur road on above 10 kms far. In this village you will see a big yellow buildind 3rd floor. Beside that building have the one another building whose owner name is Kalpanath Yadav. He did not pay the electric bill amount near 25, 000 rupees. His electric connection had been cut for so long. In the night he connected the electric and in the day moving out again. There are so many peoples starting doing like him. He still used the motor in crop time to watering his field. He paid some money to the fire man for his convenience.

If your department interested to finish these time of illegal thing then I will appreciate.
