Negligence from Board

Respected Sir/ Madam,

As I found various complaint mails in this site therefore now I am also sending one query please guide me for my further legal action

Fact of case is as under

One of my friend is working as a Plumber and on 28/02 he was working on site meet to an accident with 12000 volts wire gone from upper side of building near by 10 feet only and burned by 55 % please guide us that it is possible to us file case against electricity board several complaint also made to board pertaining electricity line but no action taken from board for withdrawing line from upper Flore of the house hence according to me Electricity board should be held liable for such injuries
