Tubewell electricity connection

I am R. B Tokas working as a scientist in BARC, Mumbai. My father shri sukhpal Singh lives in village Benipur, BB Nagar, Dist- Bulandshahr, UP, Pin 245402. He applied for a Tubeweel electricity connection in year 2008. He summited all the necessary documents, fee, and other charges. My Father has got sanction letter one year back but still has not got necessary equipment for connection from electricity department. Our regional Feeder in-charge (Village Dhumera, near BBnagar Dist: bulandshahr), Shri Ravindra Singh who is a junior engineer there has taken 15000 rupees from my father without any bill. He took this money just to pursue the things. My father is a simple farmer does not know much about such frauds. It has been one year after sanction but Mr. Ravindra Singh is not sending or giving necessary transformers, wires and poles for installations. I request to do some favor in this regard. Thanks
