Denying taking part payment

Dear Sir/mam,

We are staying at a rented accommodation at Noida sector 52. Last month our bill was around Rs 4000, We did a part payment of 2500. And they accepted it, This month our bill was around Rs. 3000, When i wanted to deposit 2500, they denied taking it and said they want the full payment. Sir, It should be cleared that do they take part payment or not? And to tell you the truth, this kind of attitude only Encourage Theft of electricity and bribing of the officials present there. Either they should not have taken part payment at the first time only.
