Load increase whimsically and fixed charge

As per statutes of Calcutta Electric Supply Corporation a consumer has to declare his/her connected load by submitting a test form duly filled in by a govt.licensed electrical contractor. I have done that twice. No more load has been added after that. The load was declared as 5.9 KVA.Suddenly they have increased the load to 11.3 KVA.So far they have not been able to come out with a plausible answer. They have increased the fixed charge accordingly. Test form is the basis of their load fixation. Then what is the justification of increasing the load thereby increasing the fixed charge without any supported document?
