Respected madam/sir

i am a graduate in mechanical engg. Reffering to job advertisment no.4 i applied in ecil for the post of engg. trainee and also paid Rs 100 by draft to ecil hyderabad. but till now they did not conducted any written test. And today i came to know that they are conducting walk-in-interview only in some of the metro city. Madam/sir i do not know whether it is legal or not. and if ecil will conduct walk-in-interview then why they publish the advertisment and accept the draft. and also in there website till now there is no information about the written exam. i am sending you the copy of the advertisment.
