Advance not refunded

My name is Viswanadham and I am from Bangalore. I paid some advance to a land developer with an agreement that I would pay the balance amount and get the property registered in my name after he gets the necessary approvals. I paid this advance one and half years back and still now he could not get the approvals.

When asked for refund the developer is stating that he cannot pay the money back and he further states that he is in the process of getting approvals.

Since the current plan states that this survey is under Green Zone (Agricultural land) and he had our money for 0ne and half years, I am requesting you to do the needful to get our funds back. I have 10 other people who gave the advance and are struggling for the getting the money back.
