MO of Rs.- not reached the destination

Sir, I had sent an amount of Rs.- (Rupees two thousand) to my brother-in-law on 17.11.2009 vide eMOPNR 105911091117022348 at Anna Nagar Chennai 600040 Post Office. He was very much in need of the money to get within a day for the payment to a company for his training. The counter clerk at Anna Nagar PO Chennai informed me that the amount would be delevered the next day i.e. on 18.11.2009. However, the money is yet to be reached the destination as on 19.11.2009 at 0800 hrs. Kindly explain the non-delevery of the said amount in time. The delay caused mental agony of my brother-in-law in which he is unable to pay the amount in time. The matter would be brought to the notice of Consumer Court for claiming compensation for the mental agony of my brother-in-law due to non-delevery of the said amount. Kindly acknowledge the receipt of this mail so as to enable me to make further course of action.
