Non delivery of post in time

I posted application form for admission of my son in Dhirubhai Ambani Institue of Infomation & Communication Technology, Gandhinagar (Gujrat) on 17-Apr through Speed post docket no. EE 82440709 5 IN from Raipur RMS (Chattisgarh). Last date of reciving application form was 28-Apr.

On 5-Jun I recived back the envelop containg application form with the comments on the envelop "Time Expired".

How it can happen and who should be charged & penalized for the unrepairable loss?
