Refund of RPET B.Tech 1st year fees

I took admission in College of Engineering & Technology, Karni Industrial Area, Pugal Road, Bikaner through RPET counselling for B.Tech 1st year. There was a circular stated by the university authorities that if any student wants to take admission in some other college then he will have to fill the withdrawl form by 30 Sep, 07 and his fees Rs.34000 will be refunded. I filled up the form on 28 Sep, 07 & took admission in LIET, Alwar.

When I telephoned the college authorities for fees refund they said the process would take some time. I kept on writing applications & making calls. But now they are refusing to refund my fees.
