Asked to pay for cancelled ticket

Dear Sir,

This is to bring to your notice that last evening, my friend and her family and I were travelling from Andheri to Santacruz. We went to book our tickets at the ticket counter on Andheri (West) just outside McDonalds. We wanted three tickets but my friend by mistake asked the ticket issuer to give us four tickets but soon corrected herself and asked him to give us three tickets, which he refused to do saying that the tickets were already printed and tickets once issued cannot be cancelled and if we wanted to cancel one ticket we would have to pay Rs 10 as cancellation charges.

Woud be very grateful if you could let me know, is this how the computerized ticketing works? Is it true that tickets once issued cannot be cancelled? Is there a Rs 10 cancellation charges?
