Charges money but doesn't fulfills it

I have taken the GRE exam on 7th april and the score card hasn't arrived till now and even the universities didn't recieve the score the 1st time so i had to send the score again and they charged me $20 per university and now i have taken the TOEFL on 25th july and the same problem persists, but this time the deadlines are very close and the universities are asking me to report the score as early as possible but this company just keeps on screwing every time, i don't understand why such a big company would hire such cheap mail services which don't even offer any type of tracking facility even though it is a non profit company.
