Not working in silcha

I hv bought an evdo data card (bsnl) 4m guwahati last month. Before purchasing, i enquired the head exchange (panbazar) and the toll free no.1500 about its working in silchar. They told me in the affirmative n assures me that it is working in entire INDIA but its rental is is increased to Rs. 650/- tax.

But after purchasing, i found that its not working in silchar n i visited the official website where it was written dat the price of the device is reduced by Rs.1400/-.On complainig through phone to the home exchange (bought 4m dispur exchange), they said that it may work within 1 or 2 months in silchar...

WHAT SHOULD i Do? As i have to pay the bill of 1 month without using it.plz advice, or should i approach to the consumer court in guwahati as what the ads they give, they dnt fullfill them.can i get the whole amount back on surrendering?
