Charging a higher price then the MRP

I went to buy a 100 grams of Everest Tikhalal powder from a grocery store nearby. It had a printed MRP of Rs. 19.00. But the shopkeeper charged a higher price of Rs. 22.00 and when asked about, he not only misbehaved, but also overpowered me. I then did not buy it. This is not the first time. He even refuses to pay back cash and instead gives toffees and all. He mostly charges higher then the MRP in case of most of the products. Please look over the matter as soon as possible.
