Non delivery of PAN Card

I had applied for Pan Card in March 09. I got the message from NSDL that they sent it by the above said company on 17th April. As it was not delivered till date I checked on Expressit site, it showed that my PAN card is delivered on 27th April to someone Veena who they say is authorised person. I don't know who is that person, and the phone number given says that no one has got card there. I'm sure these people are not delivering Pan Cards, and how a Govt. agency is trusting them for such important job. This company should be penalised and I call on all people whose Pan Cards are missing to force a case in consumer court.
