PAN Card Not recieved

Hi I am Shwetha. I have applied for PAN card and it has been dispatched through your service. The vide airway bill no. 2815023186. I got an sms from TM-express stating "We have delivered your shipment vide #2815023186 on 12/10/09 to Geetha. I have not recieved my PAN card yet. Please help me in this concern. I do not know whom to contact. I tried the number 35003500 mentioned in that sms but it is not a valid number.
