Wasting the time of others

Dear Sir,

I am a resident of Zamin pallavaram. Every month i go to the ration shop to buy sugar, kerosene etc.

Every day they just waste our time in slow billing even upto 2 hrs for just 15 persons and another 1.30 hour standing in queue for collecting these products.

i have spoken to them lot many times. But there was no response.

Kindly let me know the exact procedure to file my suit against them.
