Not issuing bill for sale of fertilize

There is one shop in town Uthukotai, Tiruvellore district, Tamil nadu, The shop is located on the way to Tiruvellore road in Uthukotai. Recently i buy 6 bags of Super Phospahate from that shop, cost of one bag is MRP 176 rupees but he sold it for 230 rupees for bag. when i requested him a sale bill, he refused to issue a bill, stating that, i am selling at the cost of more than MRP rate so that, i will not be issuing a bill. But at the same time he make s fake bills as if he issued to the consummer.
