They have not delivered the products what they were offered

I have booked festival bumper offer on 21st of september. they are claiming that delivering theproduct by 10 days .but it is delevered after 25 days. then the offer what they are given in the paper and the product what i have received ios entarly different they have cheated me . the HRdepartment is not at all responding please tell me what can i do my loose is Rs3750 and the inconvineace because i ordered that product for one important functionto give gifts to guests.
