Switching postpaid connection to prepaid

Sir,

I am using bsnl mob no-9412297066 and i have apply to switch my postpaid connection to prepaid connection and i have submit all formalities including new connection fee But after a long period of time it will not happened and my outgoing and incoming is blocked now.

please do something in this matter.
