Nuissance created because of fire crackers

I am living in chennai in a small apartment (only 4 houses) and the street where I stay is also very small (around 20 Feet width). Opposite to my apartment is the Sub-Registrar office and the owner of the opposite house has given the ground floor to run the registrar office and he stays in the 1st floor. He is a influenced person in my area because he has given the sub-registrar office for rent. Every year during Diwali the people (opposite house owner and hois sons) who stays in my opposite house fire crackers for the whole day from morning 9:00 AM to night 10:00 PM. My father is already a sugar patient and we cannot tolerate the sound as even the sparks of the crackers come and hit my house. Yesterday during Diwali (17/10) my car cover also got burnt because of the crackers burnt by them as I have semi covered car parking only. If we did not notice properly at the right time, my car could have blasted because of fire. Can anyone please suggest me whether I can proceed and give a police complaint. And is there any rule that will help me in this case. My family is fed up of Diwali and not even interested to celebrate this great Hindu festival every year because of the nuissance created by the people stayign opposite to my house. Within 100 metre distances of my house there are police station, hospital and even a small school. Please suggest me whether I can go ahead with a police complaint and whether I will get any justice.
