NOT DELIVERY OF APPLICATION FORM TO IIT KANPUR

I have sent a very important document (form) by speed post to IIT KANPUR, 2/04 from B GARDEN Post office (Pin: 711103). Unfortunately however, the document has not been delivered till 12.04.2009 (as per the confirmation received from

the university). It seems that the Department of Post is not serious enough to ensure proper customer service. May I request the concerned department to look into the matter and let me know the status immediately as the last date is 17th?
