AVOIDING TO PRINTS ORDER

Dear sir,

We have received order from Government undertaking orders for printings of File. almost one month back. We place this orders for printing to third party M/s. Shivam Files. agreed amount of Rs.16000/- for 3000 nos. files. He accepted order on dated : 25-11. We also paid him Rs.- advance.

Now he is refusing to prints specified job. He is saying rates has increased. I can not prints this job on given rates.

I have place order of Rs.5.33/- per file now he is asking me to give Rs.7.50/- per file.

How can i afford such huge rate. I have already sighned a contract with government. They will black list me if i dont supply them.

Pls. guide me
