Over charging

I have visited with my family to see a movie in Fun Cinema, Moti Nagar on 12.07.2009. I have bought four tickets for Gold section, they have issued gold ticket with seat no. G-9 to G-12. But it is very surprisingly, when we enter the hall no.2 we find that the seats which were alloted to us are actually belong to Silver section. When I complaint about this, the gentlyman on duty stated that they have converted part of silver section into gold. I don't whether they have taken the prior approval of the concern depatment or not and also they have not put any notice in this regard. You are requested to kindly verify this.
