Charging extra money

Sir/madam,

i am staying in borivali (E), mumbai. i have been experiencing the problem with many outlet at Borivali (E) where they changing Rs.1 extra above the MRP for any ice-cream and Rs.2 extra for cold bottle of cold drink stating they have to pay electricity bill which consumer needs to contribute. i many time argue that ice-cream you need to sale cold only there is not possibility to keep it outside the fridge then they make fun of us and they say they are in business not charity.

in this scenario i feel really frustrating and helpless. was not able to find the proper source to contact so writing here. hope this complain will go to proper channel.
