Refusal to book the gas cylinde

Sir,

Due to some guests from my native place, this time cylinder got exhausted early. Today at 1500 hrs, I tried to book the cylinder but the lady attendant of the agency refused to book the same. She refused to tell her name. Her behavior was very rude. I tried to explain her the reason of early booking but she disconnected the line. Sir I am not aware any rule that only one cylinder to be issued in one month.?
