Late delivery of gas & no complaint no. for registering complaint

I am a customer of gemini gas enterprises (najafgarh, delhi-110043). since 3-4 month i am getting my cylinder very late (around 15-20 days after booking).and there is no other procedure to get filled cylinder in case our cylinder got empty before we get our booked cylinder. we can not book cylinder before 21days of last booking date and also we can't get new filled cylinder in time.(15-20 days late supply). then how can person survive with this procedure.

on the other hand filled cylinder (in black) is easily available as per demand.

members of agency (gemini enterprises (indane), najafgarh, delhi are giving cylinder in black. they are cancelling privious booking of customer and book a fresh booking and the cylinder of previous booking they sail in black.

is there is any method to stop this black marketting?

is there any rule that customer should get cyling within limited period after booking otherwise company should pay panalty to customer?

according to previous rule customer should get cylinder within 48 hrs after booking.

i complainned to senior officer on 14th august at najfgarh office, she assured me but no result.

Is there any procedure that in case cylinder didn't reach in time, we can get take it from agency by ourselves in emergency situation.

PLEASE LOOK INTO THE MATTER AND TAKE ACTION AGAINST IT.
