Police report is incomplete

I have applied for passport on 1st of october in Lucknow. The status shows "police enquiry is incomplete and the case is being examined". I have again transfered the passport to Hyderabad. But the status is the same as before. Please update the status to me. Can i apply for the passport again? If not, what should i do now.
