Manipulation in billing invoice

Taking full payment of the car I have been delivered One spark 1.0 at Dhanbad on 01/03 by Nabheram motors, Jamshedpur, one of the dealers of General Motors with a commitement to give budget benifit cheque i.e 4% of billing amount after receiving a prescribed fotmet dully filled and signed by me. In spite of several request, Dealer did not send the said formet rather they have sent a billing invoice increasing the its amount equivalent to budget benefit. Its intension is quite clear to take that advantage himself in place of customer. They are adamant on their deceision. Company must decide from their end, my payment of 294000/- exshowroom price for perticular model for particular billing date is genuine or not and give the necessary orders to dealer for correct billing. More over if it is applicabe, Company must assure that the budget benefit should go to only customer not to dealer by any means.
