Long delay in handling the product as well as procastination in providing service

I had given my Compaq Laptop, Model no-Armada m700&Serial no:3JoCDTQG 76A8 with power card &adaptor.i have their delivery challan/stock transfer note with me. I had given my thing on 12/08/09 & they told me that within 2 days they will inform me about the problem in the laptop & respective charges linked with it. They had told that they will charge Rs.250 only for finding out the problem & informing me. Since that time till date i have been enquiring about it, & they are telling me that they will inform me about it tomorrow.their tomorrow has still not come.and when today i told them that i will complaint against them in the consumer court then they told me that now they have found out the problem & the laptop can be repaired.n when i said adamantly that i will make the complaint then they asked me to take my laptop back tomorrow &also asked me to return their delivery challan.when i declined then they said that they will not return my laptop.they have been delaying this saying that the model is old so they are having problem but today they solved it within 2 hrs.i am a computer engineer so basically i know that they shouldn't have been taking this much time.thats why, at last i am making the complaint against them & i request you to take a severe step against them and help me in getting my laptop back.
