Wrong meter reading

The people who take meter reading are not correctly taking neither they check or show to us when they take meter reading. The person who took wrong reading for us ask us to pay Rs.7458 orelse he will disconnect the connection. we noted down the reading by ourselves and went to the office and showed he asked us to pay only Rs. 3642. Then we said what happened to him we asked where to complaint he shouted to us as if we made a mistake. we are from tamilnadu we thought in UP we should not complaint even if they made a mistake.
